Fiat Chrysler to pay Tesla hundreds of millions of euros to pool fleet: FT - Reuters

(Reuters) - Italian carmaker Fiat Chrysler Automobiles NV has agreed to pay electric carmaker Tesla Inc hundreds of millions of euros so that the vehicles of Tesla are counted in its fleet to avoid fines for violating new European Union emission rules, the Financial Times reported on Sunday.

The step will let the Italian carmaker offset carbon dioxide emissions from its cars against Tesla’s, by bringing down its average figure to a permissible level, the FT said.

The report did not mention further financial details of the specific amount that Fiat Chrysler has agreed to pay Tesla.

The Italian carmaker formed an open pool with Tesla on Feb. 25, the report added, citing a declaration with the European Commission.

Tesla and Fiat Chrysler did not immediately respond to a request by Reuters for comment on Sunday.

Herman Cain on possible Fed nomination: 'The people who hate me are digging up negative stuff' - CNBC

Herman Cain addressed President Donald Trump's recent announcement that he wants the former pizza chain CEO and Kansas City Fed chairman to join the Federal Reserve Board.

In video posted on Facebook, Cain said that a background check would be "more cumbersome" in his case because he has had an "unusual career."

"They have to collect an inordinate amount of information on you and your background, your family, your friends, your pets -- for the last 50 years," Cain said.

Cain ran for the 2012 Republican presidential nomination but suspended his campaign amid allegations of sexual misconduct. He acknowledged that past allegations would likely come up again through a nomination process.

"You better believe that the people who hate me, who do not like conservatism ... are already digging up the negative stuff that are in stories from eight years ago," he said. "I'm not going to let the accusers run my life or determine my career."

Cain said it's possible he would not make it through a nomination process.

"It's an honor to be considered, whether or not I will make it through this process -- time will tell," Cain said. " Would I be disappointed if I don't make it through this process? No. Would I be thrilled and honored if I make it through this process? Yes."

After months of rumors, Trump on Thursday confirmed that he is recommending Cain for a Federal Reserve Board seat. Trump said he's not worried about Cain going through background checks.

"He's a highly respected man; he's a friend of mine; he's somebody that gets it and I hope everything goes well," Trump told reporters in the Oval Office. "Herman Cain is a very good guy."

Trump has repeatedly slammed Federal Reserve Chairman Jerome Powell in recent months, accusing him of holding back the economy by raising interest rates. On Friday, Trump called for the Fed to cut rates, claiming that the economy "would take off like a rocket ship."

Some market watchers have expressed concern that a nomination of Herman Cain as well as Stephen Moore would jeopardize the independence of the central bank. In a note, Barclays chief U.S. economist called the possible nominations "the beginning of the politicization" of the Fed.

BC government to consider 'relief' for record gas prices: Horgan - BNNBloomberg.ca

Premier John Horgan says the B.C. government will consider "some relief" for those who can't afford record high gas prices.

Horgan said his government will monitor prices at the pumps over the summer after they reached a record of almost $1.64 a litre Thursday in Metro Vancouver.

But he also suggested provincial taxes aren't the only factor affecting prices.

"We'll see how it goes through the summer and if there's an opportunity to have the province step in and help, we'll do that. But at this point, I'm hopeful there will be some correlation between the commodity price and retail price. Those are issues that are market driven and out of my control," he said.

Horgan said he can't explain a 12 cent a litre increase and perhaps the industry should invest more in refineries and the federal government should invest more in supply.

Dan McTeague, an analyst at GasBuddy.com, said there are several factors at play, including a shortage of gas across the B.C. and northwestern United States caused by two refineries in Washington state running at reduced rates. He said the inability of the Trans Mountain pipeline's capacity to meet domestic needs is also a factor.

Retailers also "helped themselves" to an additional two cent retail margin increase to 14 cents on Wednesday, McTeague said.

On Monday, British Columbia's long-standing carbon tax increased to $40 a ton, which is double the federal carbon tax introduced in Saskatchewan, Manitoba, Ontario and New Brunswick -- provinces that did not previously have any carbon tax in place.

That adds another 1.2 cents per litre at the pump, McTeague said.

"When you look at the totality of gas taxes now in B.C., no small amount can be easily or cavalierly dismissed. You're paying over 52 cents a litre in taxes to the federal, provincial, carbon and TransLink taxes," he said. "That puts you at variance with most other provinces by as much as 18 to 20 cents a litre more."

The lowest price in Canada posted on GasBuddy.com Thursday was 99.4 cents a litre at a station in Moraviantown, a First Nation's territory in Ontario.

B.C.'s Opposition Liberals pointed blame at the NDP government for claiming to care about affordability while also increasing the gas tax.

"As of today, the government has the dubious distinction of presiding over the highest gas prices and highest taxes of anywhere in North America," Jas Johal said during question period Thursday, noting a transit tax hike is also on the way.

Environment Minister George Heyman responded saying the government is putting revenue from the carbon tax toward a range of affordability measures, adding that the former Liberal government increased gas taxes by 15 cents compared with the NDP's two-cent increase.

While high gas prices may hurt pocketbooks, one researcher said they can change consumer behaviour.

Nic Rivers, Canada Research Chair in Climate and Energy Policy at the University of Ottawa, said B.C.'s carbon tax has already prompted many people to ditch their cars for bikes and transit alternatives.

The province implemented North America's first broad-based carbon tax in 2008.

Rivers' research suggests that when the carbon tax reached $30 a ton in 2012, it reduced emission by between five and 15 per cent.

The tax effectiveness is measured through statistical comparisons of gas consumption before and after the carbon tax, as well as between provinces, and two other studies have reached similar conclusions.

"They suggest consumers have indeed reduced their consumption of gasoline and natural gas as prices go up," he said. "Which isn't surprising."

Gas consumption has decreased steadily in line with price increases and there isn't a single price point that is most effective, he said, because each consumer makes decisions based on their individual financial realities.

One study found the types of cars people buy in B.C. are more fuel efficient because of the tax, he said.

But adjusting your habits isn't possible for everyone and is harder in rural areas where biking and transit options may be less viable or non-existent.

He also noted that the money collected through the new federal carbon tax will be returned to taxpayers through a rebate.

"Most households will get more back than they will actually spend on additional gas taxes," he said.

Canada loses 7,200 jobs, its first employment drop in seven months - Financial Post

Canada posted its first employment drop in seven months, ending an unusually strong run of job gains.

Employment fell by 7,200 in March, mostly full-time positions in the services sector, Statistics Canada said Friday in Ottawa. Economists had forecast employers would add 6,000 jobs.

Statistically, the decline is considered a flat reading. The country’s jobless rate was unchanged at 5.8 per cent.

It was only a matter of time before Canada’s jobs market cooled after a sharp rise in employment in recent months, particularly as other indicators have showed a much weaker picture.

Canada’s economy had added 290,000 jobs between August and February, the largest six-month increase since 2002. Those gains however were out of line with other indicators that showed production stalling at the end of last year, in part because of falling oil prices.

The strong performance of the jobs market up to now has been one of the reasons why the Bank of Canada has stuck to its belief the economy will rebound later this year.

Labour force numbers, which had been rising strongly along with jobs, also declined slightly in March, down by 11,300.

The employment decrease in March was driven by a 17,300 drop in private-sector jobs, with public sector employment up slightly last month. Health-care and accommodation led the job losses. Among provinces, Quebec and Ontario saw the largest declines, with combined losses of 21,700.

The labour market continues to improve in one respect: annual hourly wage gains accelerated to 2.4 per cent in March,the fastest annual gain since September, up from 2.3 per cent in February.

Pay gains for permanent employees rose to 2.3 per cent, the strongest increase since August.Total hours worked also picked up in March, increasing by 0.9 per cent annually, after a drop of 0.1 per cent the previous month.
